About the Planning and Zoning Department
The Planning and Zoning Department makes sure site development plans comply with Fraser's zoning and land development ordinances. We review plans for building setbacks, landscaping standards, height limitations, parking requirements, and other regulations. We directly support the City's Planning Commission and Zoning Board of Appeals (ZBA).
Planning Commission
The Planning Commission prepares and adopts the City's Master Plan according to the Michigan Planning Enabling Act, Public Act 33 of 2008. The Master Plan guides how the City physically develops land uses, public and quasi-public facilities, transportation systems, and utilities. The Planning Commission reviews site plans and special land uses. The Planning Commission also makes zoning ordinance amendment and rezoning recommendations to the City Council.
Zoning Board of Appeals (ZBA)
The Zoning Board of Appeals (ZBA) is the only municipal body that can hear appeals on various zoning matters. These duties include:
- Administrative decision appeals
- Ordinance requirement variances
- Ordinance interpretations
- Use variances

If you want to build a new building or adding on to an existing building, the City offers free pre-application meetings to discuss your project and how best it can be processed through the City approval process.
